Any direct propositioning, firm physical contact or light physical contact in sexual areas moves beyond flirting.
Telling someone you want to have sex with them (For instance as in your example) definitely goes beyond flirting.

It depends on how far your previous conversations went. So it could be flirting if you are accustomed to this kind of conversation.
