I’m gonna be dead honest that the fastest no nonsense way is cash or the appearance of wealth, it’s always worked and always will.
ADDENDUM: Please don’t eat anything that’s heavily ferromagnetic and come near a high field (3.0T) magnet otherwise you’re looking at acute peritonitis, frank sepsis and most likely death, so I implore that you don’t do this sort of thing as it’s terribly dangerous.

1. Take a shower
2. Don’t be a douchebag
3. Don’t think that you’re special or better than anyone else. You’re not.
4. Don’t talk like women should be “made” to like you through a variety of games meant to fool them into thinking you’re an upstanding individual. Unless you really are an upstanding individual, in which case, you don’t have to play games.
5. Approach women you are attracted to. You are not a sex magnet. Women will not be pulled into your gravitational field by the shear force of your awesome sex appeal. They will likely not notice you until you introduce yourself.
6. You can’t do anything to make women “like you too”. They either do or they don’t. If they do because you’re lying or a really good actor, then you’re a scumbag.
7. Don’t call them “girls” unless they’re really under 18. Or “chicks” for that matter. Women of quality generally don’t like to be referred to as children or animals.
8. If all it takes for you to “like” a woman is “seeing” her, you’re doing it wrong. Unless of course, your goal is to create shallow superficial relationships that will ultimately fail. In that case, carry on.
9. Think really hard about the things that made you an endearing person to your friends. Now apply that to women you find attractive. Yes, I’m insinuating that you treat members of the opposite sex, even if you want to get into their pants, as human beings worthy of being your friends.
10. If women don’t like you, it’s either because they’re the wrong sort of women for you, your standards are superficial and stupid, or you just genuinely have a horrible personality. Decide which one it is. Then fix it.

Be confident and funny.
If you can make her laugh you’ll peak her interest, then find something that you have in common [favorite movie, book, tv show ect]. This should convince her that you might hit it off if you were to go out.
